This is a wordpress plug-in called “Let-It-Snow”.
Follow the below steps to create one at your site :
1. Download the Let-It-Snow plugin Here.
2. Upload let-it-snow folder including all files inside to your blog’s plugin folder (wp-content/plugins).
3. Activate the plugin in wordpress dashboard.
